Dr. (candidate) Shijie QU, FRSA

Shijie (Elton) Qu, FRSA Senior Financial Executive | Global Entrepreneur | Regulatory & Maritime Scholar

 

Qu is a distinguished financial leader and scholar-practitioner with over two decades of expertise spanning central banking, securities regulation, and global fintech innovation. His career is characterized by a unique synthesis of high-level policy architecture and transformative commercial leadership.

 

Regulatory & Reform Contributions

As a pivotal figure in China’s financial opening-up, Mr. Qu served in senior leadership roles at the People’s Bank of China (PBOC) and the SFC Hong Kong. He was a core architect in the establishment of the Shanghai Free Trade Zone (SHFTZ), where he formulated pioneering policies for financial reform. His contributions were further recognized by the prestigious Basel Scholarship, awarded jointly by the Hong Kong Monetary Authority (HKMA) and City University of Hong Kong.

 

Academic Leadership & KEOI Research Institute

Mr. Qu is the Founder and Director of the Kinetic Economic & Ocean-Maritime Institute Society (KEOI), a specialized research organization incorporated in British Columbia, Canada (www.keoi.org). KEOI focuses on the intersection of international maritime law, transnational economic regulations, and sustainable global trade corridors. His academic portfolio also includes serving as an Advisor to the Chinese Academy of Sciences (CAS) Bangkok Branch and a Researcher at the Shenzhen Finance Institute (SFI). He is currently pursuing a Doctorate in Business Administration (DBA) to further his research in multinational compliance and digital economy governance.

 

Commercial Impact & Global Fellowships

As Founder and Group CEO of Tachyon Group, Mr. Qu scales global fintech infrastructures. He is a Fellow of the Royal Society of Arts (FRSA) and a member of the American Psychological Association (APA), the International Federation of Journalists (IFJ), and the National Writers Union (NWU), reflecting his commitment to interdisciplinary leadership and social impact.
